Maintain ZERO Property Tax

Provide Quality City Services

Provide a friendly working environment for businesses, maintaining strong fire and police departments and providing quality public works services.  “Protecting our residents and giving them the best services possible are crucial” - Guerra 

Redevelopment of HWY 90 and FM 1092

Another goal is to redevelop and bring in more new developments along Hwy 90 and FM 1092.  Serving on the Planning and Zoning Commission prior to being elected to City Council, Wen has been appointed President of the Stafford Economic Development Council since 2015. 

Continue Revitalization of the City of Stafford

"We as a City are faced to revitalize the City, aesthetically and economically, with the same goals that we have had for the last ¼ century, of ZERO property tax." Continue revitalization of the  City by promoting economic growth, beautification of the city, and providing quality public services to our citizens.

Provide Strong Economic Environment

Continue Stafford as a business friendly community to generate an increase in revenue for both the City and Fort Bend County. Stafford’s economic base has had a tremendous uplift with the project that Wen was instrumental in creating in the City, which is THE GRID. All of this new economic growth was created by the Stafford Economic Development Corporation, that Wen remains President of and the City’s Economic Director, Ms. Patti Worfe.  

Continue Economic Growth at The Grid

Guerra served on the Planning and Zoning Commission prior to being elected to City Council in May 2002.  He has been President of the Stafford Economic Development Council since 2015 and was instrumental in bringing The Grid

$500 million mixed-use project to Stafford.  He was also involved in other developments on Hwy 90.

Increase Quality of Mobility

Mobility also will continue to be a focus.  Currently the extension of Cash Road, the widening and enhancement of W. Airport Boulevard, and the recirculation and extension of Trinity Drive in The Grid are in progress.
